Implement resolutions for HFI priorities

Continue progress and completion of resolutions for HFI improvements that were identified by the GoA. Priority SOPs include developing methodology for adding disposition numbers (to all new HFI 2023 features and old features in the Upper Smoky subregional planning area using the new ArcPro tool), seismic line attribution (e.g., CTAP) and reviewing roads.
